Training Management Consultants, LLC came into being in September 2002 in Clackamas, Oregon, by founders David O’Shaughnessy and Michael Machado.  Michael and David created TMC after continued suggestion from persons and agencies that encountered them in their every day occupations.  Both David and Michael had explored the idea of starting a Training and Management Consulting company for several years.  Their combined strengths, along with the constant requests by agencies to provide training or technical expertise in the areas of training new employees, leadership and management, compelled the company start-up.  Both David and Michael are accomplished trainers.

Michael Machado retired as a Sheriff's Captain.  He has received recognition, through receipt of the State of Oregon Impact Award, for his positive impact on Field Training of new employees, as well as his dedication and commitment to integrity in his training classes.  He is a recognized expert in Field Training and has been published.  He has a wide range of expertise in leadership positions, including being a successful interim Chief of Police.  He has attended the prestigious Federal Bureau of Investigation’s National Academy for Executives in Virginia.  He is a graduate of the Oregon Executive Development Institute.  Mike is sought out to assist agencies in developing field-training programs, enhancing current programs, and is recognized as an expert in Customer Service, Personal Best Service and Leadership and Management training.  Mike has provided instruction at several statewide conferences such as the Oregon Jail Managers, Oregon Code Enforcement Officers and APCO.

David O’Shaughnessy is currently a Sheriff's Lieutenant.  After working in Military, Civilian, Law Enforcement, Corrections and Telecommunications fields, David has an appreciation for all aspects of public safety.  He has instructed Leadership, Supervision and Management for over 15 years to civilian, military and public safety audiences.  With a deep understanding of the differences and importance of Tactical and Strategic thinking and planning, David has helped groups to understand their importance in both preparation and day-to-day operations.  David has received recognition with formal awards for creation and implementation of training, leadership and management programs (many still in use over 15 years later), as well as for his leadership ability.  He has instructed in Field Training Programs for the State of Oregon for several years.  David received instruction from an international organization in Ethical Decision making, and has become a popular and highly sought instructor in this area.  He is also a graduate of the prestigious Federal Bureau of Investigation's National Academy for Law Enforcement Executives.

Both David and Michael sit on various committees for the State of Oregon’s Department of Public Safety Standards and Training (DPSST).  David and Michael worked to develop the new entry-level criteria for all Police Officers in Oregon, and traveled statewide to instruct agencies in their use and documentation.  In recognition of their expertise, DPSST tasked David and Michael to assist and guide the Corrections and Telecommunications disciplines in development of their entry-level criteria.
